ROH questions, eh?
Joe held ROH World Title for 21 months, from March 2003 (winning it from lame-ducker Xavier) to December 2004 (losing it to Aries as you mentioned; cool that something like that could still make an impact to people who only read the results).
He joined TNA in 2005, so stuff like the original 3-way with Styles and Daniels in TNA, his match with Kobashi in ROH, and various other standout matches in both companies likely helped his case for winning Most Outstanding.

Re: Ultimate Chaos from Biloxi. That may have been the MMA card headlined by Bobby Lashley and Bob Sapp.
Re: More Bang For Your Buck is the Finlay Roll followed by a 450 followed by a moonsault, which they used to win in their Impact debut. Doesn’t seem to have a name in TNA yet, but I approve of Alvarez’s suggestion of calling it The Moveset.
